Cross-agency coordination for nighttime culture
What this indicator asks
When São Paulo’s government agencies work together on nightlife, is there a lasting way to do so, who leads it, and does it support or police nighttime culture?
36.0/ 100 · São Paulo
We looked at three issues: whether a lasting joint mechanism exists, who leads it, and whether it supports or polices night culture.
The street carnival shows the city can coordinate around culture: since 2015 the culture secretariat has led a commission of 13 city bodies. Its rules put an end to the music by 6pm.
At night, the joint mechanism is PSIU, the city’s noise programme, run by the district administrations with support from the military police and the city guard. Culture has no role in it. Fines run from R$12,000 to R$36,000, and repeat offenders can be closed. A bill to make the first citation a warning has passed committee.
A participant proposed a city permit route for events, like the one that exists for film and audiovisual production.
