Cross-agency coordination for nighttime culture
What this indicator asks
When Seoul’s government agencies work together on nightlife, is there a lasting way to do so, who leads it, and does it support or police nighttime culture?

We looked at three issues: whether a lasting joint mechanism exists, who leads it, and whether it supports or polices night culture.
The city’s night plan set up a joint task force of seven city offices, including culture and transport. Its measures reach outdoor dining, markets, and museums and tourism, but do not name clubs or live music. The Seoul Night Economy Committee was announced for September 2026: no launch was found.
The rule that closes clubs for dancing is national law, applied through the districts. Mapo-gu, which contains Hongdae, passed an ordinance in 2015 that lets general restaurants allow dancing at the tables. The city has no such ordinance.
