Legal status & protection of cultural venues
What this indicator asks
Are music and club venues in Seoul recognised in law as cultural places, and does that recognition protect them?
40.0/ 100 · Seoul
We looked at three issues: whether night culture is legal where it happens, whether venues hold a legal status as culture, and whether that status protects them. Promises and studies score lower than laws in force.
A venue that stages performances on at least 90 days a year can register as a performance venue, which counts as a cultural facility in law. Around half of Hongdae’s live clubs trade mainly at weekends and cannot register. A bill introduced in September 2026 would create a category for small music venues where audiences may stand and move.
Most small clubs and live venues are registered as general restaurants, where customers may not dance. Kockiri, a queer electronic music venue in Itaewon, received orders to suspend business and close because customers danced. An expert claimed:
“Neither classification, by itself, provides a complete description of a small venue’s cultural role.”
