Nighttime governance
What this indicator asks
Is there a body for the night in Seoul that people can approach, and how lasting and powerful is it? Does the night sector have a voice that speaks for culture?
39.0/ 100 · Seoul
We looked at four elements: whether there is a body for the night, how lasting it is, what powers it has, and whether the sector has an organised voice for culture.
Seoul appointed its first night economy adviser on 15 September 2026, with a dedicated team in the Economic Affairs Office. The remit is the economy: four night landmarks and a Seoul night brand. A night economy ordinance is aimed at January 2027. None of these names a club, a live venue or an artist.
“A lively night and a sustainable cultural ecology are not the same thing.”
The culture side is organised, through Dae-Dance, an audience coalition for live clubs, the Korea Club DJ Association and the Korea Performance Venue Association. These bodies take their case to the national culture ministry and the courts, not to the city. A participant proposed governance that connects scene professionals with politicians interested in music and culture.
