Nighttime governance
What this indicator asks
Is there a body for the night in São Paulo that people can approach, and how lasting and powerful is it? Does the night sector have a voice that speaks for culture?
15.0/ 100 · São Paulo
We looked at four elements: whether there is a body for the night, how lasting it is, what powers it has, and whether the sector has an organised voice for culture.
No city office, post, council or law gives any body a remit for the night. The night appears in city government reports mainly in the form of noise laws to be enforced. In 2025 the city council set up an inquiry into noise from the funk street parties called pancadões.
Culture-adjacent bodies exist, such as the Movimentos Culturais da Cidade de São Paulo, but none has a standing channel to the city on the subject of the night. Asked whether anyone at the culture secretariat is responsible for the night, an expert claimed that nobody is responsible, even for the day. The Manifesto da Noite of 2011 and 2012 called for a night mayor. The city still has none.
“We have a pulsing, strong night, a cultural diversity, but it’s not thanks to city hall, it’s thanks to resistance and to the culture that comes naturally to us (é graças à resistência e à cultura que é natural nosso).”
